Vietnam is CPTPP-eligible — though Hanoi's leading export, electronics, is already MFN-free

Vietnam ratified CPTPP in January 2019. But the HS 84/85 electronics lines that dominate Hanoi's air cargo — driven by Samsung and LG's manufacturing base in Bac Ninh — already clear at 0% MFN, so CPTPP adds no further saving on Hanoi's own dominant export. Where CPTPP does matter on Vietnam-origin cargo generally, the compliance path differs sharply from Singapore: Vietnam has not implemented exporter self-certification. A Certificate of Origin, Form CPTPP, must still be issued by a Ministry of Industry and Trade-authorized body via the eCoSys platform.

A 80kg shipment of integrated circuits (HS 8542) declared at CAD $120,000 moves from HAN to YYZ via Cathay Cargo through Hong Kong — the fastest confirmed routing on this lane, at 1-2 days.

Before departure, UAL's Hanoi agent checks whether this specific product falls under Decree 259/2025/ND-CP's dual-use export control list — integrated circuits are explicitly named among the controlled categories, so this step happens before booking, not as an afterthought. The VNACCS/VCIS export declaration is filed electronically; since this line is already MFN-free, no CPTPP Certificate of Origin is needed for this particular shipment.

On arrival, CBSA clears the shipment against the commercial invoice — no dry ice or cold-chain handling applies to electronics. The operational risk on this lane isn't customs duty, it's export-licensing lead time if the dual-use control applies, and freighter capacity if the shipment needs more than belly space.

Exporting from Vietnam

Electronic export declaration filed through Vietnam's Automated Cargo and Port Consolidated System, part of the National Single Window.

Self-Filing Permitted

The exporter can self-file under their own company i-Key and e-signature, or appoint a customs brokerage agent — Vietnam doesn't require a licensed agent the way Malaysia does.

Dual-Use Control
