HS 8506 covers primary cells and primary (non-rechargeable) batteries. Cells with welded connectors for electronic locks and smoke-detector batteries are already Free at MFN; other manganese dioxide cells and other lithium (primary) batteries carry a 7% MFN duty CPTPP eliminates.

What actually qualifies: tariff shift or regional value content

Manufactured goods generally qualify under CPTPP's product-specific rules of origin through either a tariff-shift test — the finished good must be classified under a different HS heading than any non-originating materials used to make it — or a regional value content (RVC) threshold, typically 30–40% under CPTPP, notably more lenient than NAFTA's old 50–60% requirement.

Unlike the textile yarn-forward rule or produce's wholly-obtained test, this means a part can incorporate some non-CPTPP-origin materials or components and still qualify, provided the specific tariff-shift or RVC threshold for that HS heading is met. Confirm the applicable rule for the specific heading rather than assuming any manufacturing location automatically qualifies.
