An important exception to this site's CPTPP framing

India is not a member of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) — a fact worth stating plainly given how many commodity pages on this site describe CPTPP savings for other origins on this corridor. Cargo originating in India (Mumbai, Delhi, Bangalore, Chennai on this network) clears Canadian customs at the standard Most-Favoured-Nation (MFN) tariff rate, not at a CPTPP preferential rate, regardless of the commodity.

Canada and India are currently negotiating a Comprehensive Economic Partnership Agreement (CEPA) — as of mid-2026, the two countries had completed a third round of negotiations in Ottawa and reaffirmed a shared goal of concluding by the end of 2026, covering goods, services, intellectual property, rules of origin, and sanitary/phytosanitary measures. This is a real, active negotiation, not a settled agreement — no preferential tariff treatment exists between the two countries today, and the exact terms and effective date of any eventual CEPA remain pending verification until the agreement is actually concluded and ratified.

India's primary real trade advantages on this corridor today are its established gems and jewellery, pharmaceuticals, and garments export base — categories where India already appears as a primary origin on several of our commodity pages — rather than any current preferential tariff mechanism.

Trade Agreement Status

India-origin cargo does not qualify for CPTPP preferential rates under any circumstance

Don't assume a CPTPP rate applies to Indian-origin goods on the basis of the commodity alone — CPTPP eligibility depends on the shipment's actual country of origin qualifying under the agreement, and India simply isn't a party to it. Confirm this before quoting a CPTPP-based duty saving on any India-origin shipment.

A worked example: gems shipment from Mumbai

Take a gems and jewellery shipment from Mumbai to Toronto — a genuine, high-volume category on this corridor (see our gems & jewellery commodity page).

UAL confirms the shipment clears at the standard MFN rate applicable under HS chapter 71 — no CPTPP Certificate of Origin process applies here, unlike the equivalent process our garments page describes for a Vietnam-origin shipment.

If a future CEPA enters into force with its own preferential tariff schedule, this page and the relevant commodity pages will be updated to reflect the actual agreed terms — we're not going to speculate on what a still-unconcluded agreement's rates might be in the meantime.
