Export customs declaration systems differ meaningfully by country on this corridor: India's export process runs through a Shipping Bill filed electronically with Indian customs; Vietnam's export customs declaration is filed through its own national single-window system, distinct from its separate eCoSys platform specifically used for CPTPP Certificate of Origin issuance; Singapore permits exporter self-certification of origin rather than requiring a government-issued Certificate of Origin at all.

That same country-specific pattern extends to the broader export declaration process, not just the CPTPP certificate piece of it.
A commercial invoice, packing list, and (where a preferential rate is being claimed at the Canadian destination) a valid Certificate of Origin in the correct format for that specific origin country are the common baseline — but the underlying government filing process behind that baseline genuinely differs by country and shouldn't be assumed uniform.

Don't assume the Certificate of Origin process from one ASEAN/South Asia origin applies to another
A government-issued CO process (Vietnam, Malaysia) and a self-certification regime (Singapore) are procedurally different, and using the wrong process for a given origin can result in a rejected duty claim at the Canadian border.

Worked example
A worked example: comparing two origins on the same corridor
Take two otherwise similar garment shipments — one from Ho Chi Minh City, one from Singapore — both destined for the same Canadian importer claiming CPTPP treatment.
The Vietnam shipment needs a government-issued Certificate of Origin obtained through Vietnam's eCoSys platform before it can support a CPTPP claim at the Canadian border — this isn't something the exporter can self-certify.
The Singapore shipment, by contrast, can rely on exporter self-certification of origin under Singapore's CPTPP implementation — a genuinely different, lighter-weight process for the same underlying trade agreement.
