A bigger story than CPTPP, for this one origin
Bangladesh is not a CPTPP member, so none of the CPTPP mechanics described on our garments commodity page or CPTPP heading pages apply to Bangladesh-origin shipments. But Bangladesh has had complete duty-free and quota-free access to the Canadian market since 2003 under Canada's Least Developed Country Tariff (LDCT) — a unilateral preference Canada has extended to least developed countries since 1983, entirely separate from and, for ready-made garments (RMG) specifically, more favourable than what CPTPP membership alone would provide.
Effective January 1, 2025, CBSA relaxed the LDCT rules of origin for apparel to allow inputs sourced from any country, not just Canada or other GPT/LDCT-beneficiary countries — a meaningful compliance simplification for Bangladesh's RMG sector, which had previously needed to track a 25% local value-added threshold using qualifying-origin inputs.
Bangladesh is scheduled to graduate from Least Developed Country status in November 2026. Canada has committed to extending LDCT-equivalent duty-free treatment through a transition period after graduation — public reporting we reviewed cites differing specific end-dates for that transition (one source referencing 2029, another 2034), so we're flagging the exact extension end-date as pending verification rather than asserting a specific year with confidence. Confirm the current transition arrangement directly against CBSA's own Customs Notices before relying on a specific date.
LDCT vs CPTPP
Bangladesh's duty-free access to Canada comes from the LDCT program, not CPTPP — and it predates CPTPP by 15 years
Don't apply the garments commodity page's CPTPP mechanics (yarn-forward rule, government-issued CO via eCoSys, etc.) to a Bangladesh shipment — Bangladesh qualifies under a completely different program with its own rules of origin, recently relaxed to allow inputs from any source.

Worked example
A worked example: RMG shipment from Dhaka
Take a ready-made garment shipment from Dhaka to Toronto, similar in product to a shipment covered on our garments commodity page but originating from a non-CPTPP country.
UAL confirms the shipment qualifies under LDCT rules of origin — since the January 2025 update, this no longer requires tracking the input material's own origin the way the pre-2025 25% local-value-added rule did, simplifying the documentation UAL needs from the exporter.
The shipment clears CBSA duty-free under LDCT, a genuinely different and, for this origin, more straightforward mechanism than the CPTPP Certificate of Origin process our garments and CPTPP heading pages describe for Vietnam or Malaysia.
