Before booking, UAL confirms the product classifies as sports footwear specifically (6402.19.10, soccer/football/baseball/bowling footwear) rather than general footwear — this sets the 17.5% MFN baseline rather than a different rate. Because this is a CPTPP claim, a Certificate of Origin appropriate to Vietnam's regime (government-issued via eCoSys) is obtained ahead of tender.
