HS 6102 covers women's or girls' overcoats, car coats, capes, anoraks, and similar knit articles — the women's-wear counterpart to HS 6101. All three lines (wool/fine animal hair, cotton, man-made fibres) carry the same 18% MFN rate.

CPTPP's rules of origin for textiles and apparel (Annex 4-A) don't use a simple "assembled in a CPTPP country" test. They use a "yarn-forward" rule: a garment only qualifies for the CPTPP rate if the yarn and fabric it's cut from were themselves formed in a CPTPP member country — not just cut and sewn there.
A shirt sewn in Vietnam from Chinese-milled fabric does not qualify, even though Vietnam is a CPTPP member. The same shirt sewn from Vietnamese or other CPTPP-sourced fabric does. This is the single most commonly misunderstood point in claiming CPTPP treatment on apparel — confirm the fabric's origin, not just the assembly location, before claiming the rate.
